What Types of Vehicles and How Much Money Have State Institutions Spent?

In the last three years, ministries and other central government institutions have spent 5.3 million EUR for procurement of vehicles

In the last three years (2013, 2014 and 2015), new passenger vehicles were purchased by 43 state institutions (ministries, public enterprises, agencies and commissions). However, the number of institutions that have renewed their vehicle fleet is much higher having in mind that Department for General and Common Affairs at the Government acted as contracting authority for procurement of vehicles on behalf of ministers and directors at certain government institutions.

Highest number of vehicles was purchased by the Ministry of Interior (MOI), while the highest amount of funds was spent by the Department for General and Common Affairs at the Government of Republic of Macedonia (DGCA). More specifically, MOI organized public procurement for 100 Chevrolet Spark vehicles, purchased in 2013 for 869 thousand EUR. Last year, DGCA purchased 42 vehicles in total, 41 of which are Volkswagen Passat B8 2.0 TDI, bought under so-called operative leasing in total amount of around 1.7 million EUR, which will be paid in the period 2015-2018. Identical number of vehicles (42), but of different model and make, was purchased by the Ministry of Defence in total value of 540 thousand EUR.

The group of biggest entities that have procured vehicles includes the Ministry of Finance, which in 2013 purchased 18 vehicles in the value of 264 thousand EUR. Next on the list is the Ministry of Transport and Communications, which in 2013 and 2015 purchased a total of 17 vehicles in the value of 210 thousand EUR. In 2013, the Directorate for Technology and Industry Development Zones purchased 12 new vehicles which costed 186 thousand EUR. Furthermore, in 2014 the Agency for Financial Support in Agriculture and Rural Development purchased 10 vehicles whose value amounted to 141 thousand EUR. More than 100 thousand EUR were spent by the Food and Veterinary Agency for procurements of 9 vehicles in the value of 135 thousand EUR, as well as by the National Bank, which purchased 7 vehicles in the value of 130 thousand EUR.

Which are the most expensive vehicles bought with public money?

In the last three years, the most expensive passenger vehicle was purchased by the National Bank. It is a matter of Audi A6 3.0 Quatro S tronic, purchased in 2014 at the price of 58 thousand EUR.

Next most expensive vehicle was purchased by PE Railway Infrastructure Macedonian Railways – Skopje, i.e. Volvo S60 with price tag in the amount of 40,500 EUR.

Each of the vehicles (Volkswagen Passat B8 2.0 TDI BMT 190 DSG 4 Motion) purchased by means operative leasing over a period of 3 years signed by the Department for General and Common Affairs at the Government of Republic of Macedonia costed 40 thousand EUR. They are intended for ministers and directors of government institutions, and it should be noted that total of 40 vehicles of this model and make were purchased in 2015. In the course of 2015, vehicle of this brand was procured by DGCA on behalf of the State Commission on Public Procurement Appeals. The same model of vehicle, priced at 38,000 EUR, was purchased by the Agency for Audio and Audiovisual Media Services, the Council on Traffic and Road Safety of the Republic of Macedonia and PE Macedonia Road – Skopje.

Vehicles priced in the value of 30 thousand EUR each were also purchased by the Agency for Foreign Investments and Export Promotion, Ministry of Finance, Agency on Spatial Planning, PE Macedonian Forests – Branch Skopje and Directorate on Technology and Industry Development Zones.

State institutions that have purchased various models of vehicles are presented in the table with the highest priced model.

Methodology approach
Baseline for this research is data obtained directly from 46 state institutions, by means of freedom of information applications. Institutions were requested to disclose information on the number of purchased passenger vehicles, their make and model, as well as individual price at which vehicles were procured. In that, information was requested for passenger vehicles purchased in the period 1st January 2013 – 31st December 2015. The research targeted only central government institutions that have purchased passenger vehicles in this period. Work vehicles and vehicles of technical character were excluded from this research.
